China is in the era of social and economic reform. The political, economic, and cultural environment have been undergoing significant change. In order to adapt to the change, we must pay attention to construction the system of ideological and political education environment to improve ideological and political education. The research of system construction of ideological and political education environment has the very important practice significance for improving ideological and political education's effectiveness.Ideological and political education environment system is the overall external factors which have a combined effect on the process of ideological and political education. It is made up of social environment, learning environment, work environment, community environment and family environment and so on. Its characteristics are complexity, openness and dynamic.Presently, economic globalization, the Internet's growing popularity and increasing non-traditional security threats has caused a huge influence on ideological and political education's environment and brought enormous changes. The influence changes play an important role in the content and effect of the ideological and political education and the morality of the educated. At the same time, compared with the environment comprehensively, ideological and political education isn't only connected with the environment negatively and passively but play a dynamic part in the environment obviously.The system of ideological and political education environment is also a complex social system. By making use of functional theory, conflict theory and interacting theory in sociology, Analyzing the problems about the environment system of the Ideological and political education is helpful to grasp the objective laws of the system rationally and improve the ability to solve the problems in the system.This paper does some research on how to achieve the system optimization of environment of the ideological and political education in basis of scientific theories. Based on the system theory, it is necessary to rely on the principle of overall coordination, the principle of level, the principle of environmental adaptability, the principle of control and the principle of optimization to analyze the intrinsic links between the various subsystems in the environment system of the ideological and political education. It is also necessary to reduce the internal friction in the system to make the most of the educational resources by improving the system with scientific theories.In order to build the environment system of ideological and political education, this paper puts forword the following realistic approaches:make the government play the leading and regulatory role in the course of the construction of system; integrate ideological and political education resources to achieve the "three combinations"; establish an incentive mechanism to encourage schools, families, community to create a better ideological and political educational environment. Meantime, this paper brings forward basic measures to manufacture a better social environment for ideological and political education:develop the productive forces vigorously; respond to the challenges from the international environment correctly; optimize the social environment and public opinion environment gradually; improve a good service environment for the ideological and political education.
