Legal Regulations Of Group Incidents

At present, China is in the critical period of social transformation and economic development. Significant changes have taken place in social aspects. The contradiction between old and new systems and ideas comes out gradually. Interest differentiation and conflict of interests are becoming more and more severe, resulting in a certain range of group incidents. Moreover, with the number of group incidents increasing year by year, the formative scale has expanded, and even the form of expression has been more diversified, which has become an important factor of China's social stability and development. At present, some scholars in China are making theoretical analysis mostly from the political, economic, social, educational perspectives in respect to the characteristics, status, reasons, and the trend of group incidents. Other part of the scholars laid particular stress on the utility, doing strategy research on prevention and disposal of group incidents, but fewer studies have been working out on how to regulate group incidents effectively, especially from the adjustment of criminal law perspective. This paper firstly interprets the theory of group incidents, defines the concept of mass incidents and analyses their characteristics and legal reasons of formation. After that the paper has sifted the legal regulation of group incidents in China, and at the same time it has referenced a large number of foreign disposal group incidents from the theory and practice. And on this basis, proposes our country group incidents legal regulation of the perfect project and operation of the masses event legal regulation discussed deeply,so as to provide theoretical plan on disposal of group incidents in China and the integration of legal system.
