Analysis On Farmers' Willingness Of Rural Homestead Right Circulation

The system of China's rural homestead reflects the lowest benefits for farmers and provides places to settle for the vast majority of Chinese people. It makes self-evident significance on the vast rural areas even the whole China's social stability and the establishment of a harmonious socialist society. However, because of the lack of effective normative guidance on the scope, methods and the adjustment of rural homestead right circulation, in reality, the invisible circulation has disrupted the normal order of the land market and caused great difficulties to land management.Directing at the problems of the current rural homestead right circulation, this paper makes the wishes of farmers as a starting point, takes Xintai City in Shandong Province as the study area, and makes analysis on the main factors affecting rural homestead right circulation in order to provide references and recommendations for the system transformation of rural homestead right circulation.First, the paper introduced the development process of rural homestead right, found the attitude of rural homestead right circulation in order to analyze the current situation and problems from the current rural homestead policies in the country and adequately explained the need to study rural homestead right circulation. Then, this paper made the statistical analysis on survey results, including the results of Farmers'Willingness and the factors affecting rural homestead right circulation. Farmers'willingness has five kinds of intention, including sale, lease, exchange, mortgage and discount shares; there are 8 factors on the perspective of three aspects including individual characteristics of farmers, characteristics of farm household and the cognitive level of Rural Homestead Circulation. Furthermore, this paper constructed logit model to find the significant factors affecting different patterns of circulation. The results show that farmer's age, education levels, profession, financial situation, Homestead numbers, per capita building area and the cognitive level of farmers are important factors affecting the circulation, but each factor has a different influence degree. Finally, from the comprehensive analysis, it's necessary to make the homestead circulation market visible, to promote a conditional circulation of rural homestead right. Simultaneously, to continue to promote urbanization, to improve the social security system, to promote the legal system and clarify land rights to implement the circulation of rural homestead right.
