China began to study policies from the1980s. Up to now the performance of publicpolicy has become an important function of the country. It is the basic links to connect thegovernment and the society. It can manage social affairs and also construct of economic,political order. Execution plays an important role in the whole process of public policy. Itwill affect policy goals directly.However, the government is not everything. It will appear all kinds of problems inthe process of public policy. Executive agent is one of the important factors in the processof public policy. Due to subjective initiative and the influence of discretion, the behaviorof executive agent will get off on the right track. If executive agent can active executivepolicy, it will be beneficial to the implementation of public policy smoothly. If executiveagent be negative, it will be influent the implementation of public policy and also lead tothe failure of the policy objectives. So the behavior of the executive agent plays animportant role in the policy implementation.This article from the basic theory of the executive agent found out the problems ofexecutive agent in the implementation of the policy process and put forward thesuggestions according to the problems. The article consists of five parts. The first partintroduced the domestic and foreign research situation. The second part of this analysisrelated concepts and theory. The third part introduced the structure of the executive agentand showed the effects of public policy. In the fourth part the policy implementationprocess combined with the actual conditions of our country illustrates the executive agentexisting problems. In the fifth part according to executive agent in the policy of theexistence the problems and put forward for improving the behavior of the executive agentsuggestions.
