With the growing emphasis on the energy conservation and CO2 reduction by many states, the Chinese government has announced a new reduction of CO2 emissions in 2009. As a national synthetically reform testing district of two-oriented society strategy(Resource-conserving and Environment-friendly), Wuhan city circle plays an important role in the task of conserving energy and reducing CO2 emissions. However, as an old industrial base, the Wuhan city circle is characteristic of heavy industrialization structure base. In the transition of early industrialization to min-term, there emerged kinds of industries with large-scale energy demand and high energy consumption as a result of rapid economic development and urbanization, which have exerted a greater pressure on the environment and energy, such as high-carbon energy consumption, energy supply and demand contradiction, a large quantity of greenhouse gas emissions and other outstanding issues. Therefore, the changing of traditional economic mode of high energy consumption, high pollution and high emissions into new one has become important issues of the construction of the two-oriented society strategy. To achieve a low-carbon economic development is the best way to ensure economic growth while reducing fossil fuel consumption and CO2 emissions.This paper firstly puts out a theoretical framework for the relationship of energy consumption and carbon emissions and economic development; then carefully analyzes the status of low-carbon development in the Wuhan city circle, summarizes the difficulties faced by low-carbon development, analyzes and compares the low-carbon development path and model of different pilot carbon regions, and summarizes the experience and enlightenment to the development of Wuhan city circle. In the following, through analysis on the economic development size, energy consumption status and energy consumption per unit of output of Wuhan city circle, summarizing carbon dioxide emissions, drivers, emission reduction pressure and different scenarios of energy demand and carbon emissions of Wuhan city circle. Finally, combining the preceding analysis, this paper proposes "decoupling" mode between economic development and energy consumption and carbon emissions and policy-support recommendations. of Wuhan city circle in order to achieve low-carbon scenario economic and social development.
