Isolation of restriction of freedom of person health measures ashuman control, cutting off the spread of infectious diseases is one of theeffective measures, to be applied in practice many and in theory paysattention not much research is not deep, a kind of compulsory measures.Therefore, this paper tries to review the history of its development, sortout the isolation theory research context, in its study of legislativepractice in the state of development and existing problems, proposesolutions to direction, legislative theory research, law enforcementpractice to provide reference.As the human control, cut off the transmission of infectious diseaseeffectively, isolation and restriction of personal freedom and healthmeasures of long history. Isolation and other compulsory measures withmedical, legal double attribute, need to balance rights and good conflict,use should follow the administrative mandatory means in the application of the principle of. In our country, isolation and other compulsorymeasures legislation there are still some problems in the implementationof operation, also lack a complete code. In advancing the isolationmeasures the legalization process, earnestly needs to refine, improve theprocedural rules. Through the strict legal authorization, clearimplementation principle, the necessary program constraints as possibleto prevent the abuse of the rights of citizens to cause unnecessary damage,true implementation through behavioral change, treatment and healthsupport to prevent diseases of public health goals, achieve and maintainsocial stability and development.
