People's mediation is a unique mediation system of our legal construction, It is an important part of the mediation system. It has a long cultural and legal traditions in our country, which is a basic characteristic of China dispute resolution mechanism. In solving disputes, maintaining stable, People's mediation really exert in-replaced function. It won the praise and from all walks of life, known as "Oriental experience." However, since the reform and opening up, especially entering new century, various civil cases through the people's mediation dispute were downtrend. It is in contradiction with the trend that many western developed countries pay more attention to the alternative dispute resolution. Investigating its reason, I think the reasons are the change of social structure, action of the concept of people's mediation system itself and the defect of the people's mediation. Since the people's mediation is in contradiction with international trend of ADR, I think that the methods of the development of the people's mediation shall be aspects of system construction, so that we can ensure that the people's mediation will exert its unique value system in the new era.
