Rational Thonghts On Introducing ISO 9001 Quality Management System To Selectin And Appointing Cadres

As the saying goes, the government officials are the key to success of the administration.Directly, the development of our country and society is determined by the quality and capacity of all levels of cadres in party, who act as the main power of the national and society operation, the decision maker, promoter and executive of policies. Therefore it is a critical task that the Organization Department, which acts as direct department in managing cadres, to elect cadres who are not only with strong ability and political integrity, but also proper to their own positions. The Seventeenth National Congress of the Communist Party took deepening the reform of the cadre and personnel system and training high-quality cadres and personnel as one of six assignments, which are the great projects to promote the party's construction fully in the spirit of reform and innovation, and they were described and planned separately. Fourth and Fifth Plenary Session of the 17th Communist Party of China Central Committee also stressed deepening the reform of personnel system again, and raised many highly targeted requirements.This thesis follows the principle of theory combined with practice, employs research methodologies such as case law, induction method, experience and bibliography method, in combination with my working experience and practice of implementing ISO quality management systems at Zhonglou District Organization Department,we try to discuss:In the process of selecting and appointing cadres to implement IS09001 quality management system is an effective innovative approaches of the cadre and personnel system.Despite that ISO 9001 quality management systems have not been put into practice for a long time and neither have they been applied widely in our country, they have already achieved quite some positive results,which suffices to justify their applicability to our country as an advanced management technology. Therefore, the ISO 9001 quality research and study into the theoretical and management systems deserve an in-depth government agencies by related departments practical prospect of their application to and the academic community for a full implementation to government agencies as soon as possible.
