The "Super-ministry System" is a new parlance about the reform goal of our government institutions, raised in the report of 17th CPC National Congress. March 11, 2008, the institutional reform of the state council was announced. There were 15 departments that had to change,5 new set up, and 4 ministry-level agencies be reduced. In all, the constituent ministries were reduced to 27. In September 2009, the Shenzhen government reform, which was involving the topic of the super-ministries reform start up.15 departments of the city government were reduced. And, with the decision-making power, executive power and superintendence as the new division standard, the present departments were named "committee", "bureau" and "office"Long before that, Shenzhen has had a try at her district-level government. In May 2007, Shenzhen set up Guangming New-district, as a new management committee of municipal party committee and the city government offices, managing Gongming and Guangming two street offices, which belonged to Baoan district. Guangming New-district would manage economic development, urban construction and management, social affairs management. Guangming New-district fully embodies the "the super-ministries" characteristics, including "six offices, two centers", offer 150 positions for civil servants (In 2009, with the super-ministries reform of Shenzhen city government, adjusted to "1 office,8 bureaus and 2 centers, offering 230 positions for civil servants). Since the super-ministries worked, to improve the operational efficiency, Guangming has implemented the civil servants in the classification system reform, performance appraisal, basically achieved a satisfying goal of normal operation. However, some questions also previews:internal personnel are exhausted, work efficiency, and between the bottom of the streets of street, too weak to manage the street offices and assort with the higher-up, the duties are undefined, some departments are not constituted in reason, and so on. Therefore, it is necessary to make this research.Guangming provides experience for the super-ministries reform, and provides an important model to the whole country for Shenzhen reform of administrative system.This research is going to summarize experience and analyze the lessons, according to the data analysis and comparison of super-ministries system running situation.
