On The Problems And Countermeasures Of Building A System Of Honest And Just Information Files For The Cadres At County Level

Nowadays, fighting against corruption is a common headache and a difficult problem for all the countries of the world. Most of the countries are trying to find out effective ways to punish and prevent corruption. China's anti-corruption campaign has gone through the process of launching a campaign, exercising power, and setting up system etc. Setting up a set of institutional systems has become an urgent need to fighting against corruption, to which building a system of honest and just information files plays an essential role, especially that of the cadres at county level, for it is the necessity of training cadres and an inevitable choice of setting up an honest and just system to fight against corruption.It is systematically complicated task to build a system of honest and just information files for the cadres at county level. This paper discusses the basic content of building such a system by taking one of counties in H city prefecture as an example. Through the profound study, this paper finds that there is still a long way to build a system of honest and just information files for the cadres at county level because there are various kinds problems in this building process. The main causes of these problems include the leaders'neglecting the importance of this work, the staffs irresponsibility, the leg-behind construction of system, the little published information, the lack of supervision, and inefficient operation etc. to which this paper puts forward corresponding countermeasures. Concrete speaking, these countermeasures are, firstly, the main leaders should attach great importance to the building a system of honest and just information files for the cadres at county level; secondly, establish a high-quality and responsible leading group to take charge of the work of the system of information files for the cadres; thirdly, set up other corresponding systems to promote the building of honest and just information files for the cadres:fourthly, build supervisory measures to keep the leaders from committing corruption and to improve the operation efficiency of a system of honest and just information files for the carders, etc. In short, the building of a system of honest and just information files for the carders at county level not only plays a key role on preventing and fighting against corruption, but also promotes the development of the undertakings of the Communist Party and of the nation as a whole.
