Entering the 21st century, globalization and information are sweeping the globe at an unprecedented rate. People's attitudes towards life, values and way of life have profound changes. The struggle still continues in the international ideology. High-handed and power politics are increasing ideological penetration for us under the "supremacy of human rights"and "no nationalism". Our country is in the new period of constructing comprehensive well-off society. It puts forward higher request to the citizen's consciousness of law, ecological system, cooperation, competition, justice and innovations. Cultivating new talents of the 21st century to meet the socialism is particularly important in the new domestic and international environment. Therefore, it becomes an important issue that deepening the purpose's theory of Ideological and Political Education, clearing the new quality and realizing training goals.This dissertation absorbs many research achievements such as Ethics, Psychology, and Pedagogy subjects, analyzes ancient and modern purpose of Ideological and Political Education by using the methods of documentation and historical analysis. And it obtains beneficial reference from the purpose of levels, factors and realization. This will provide meaningful guidance for the construction and realization of purpose in the twenty-first century. The dissertation is divided into four parts:The first part elaborates the purpose's scientific connotation, characteristics and functions in order to overall comprehend it. Firstly, this part defines the connotation of purpose by distinguishing between the purpose of education and Ideological and Political Education, the purpose and aim of Ideological and Political Education. Secondly, it introduces four features of the purpose: politics, abstraction, times and practicality. Finally, it introduces two functions of the purpose: guide and evaluation.The second part elaborates the purpose's progress in history and analyses levels of the purpose and the aim, factors and methods of the purpose from ancient to modern times in order to provide a meaningful reference for the system of purpose.The third part shows that it's constructing the system of purpose under the new background. Firstly, it defines the criterion establishing the purpose of Ideological and Political Education from theory, history and reality. Secondly, the specific aim is divided into different levels according to the people-oriented, acceptability, heredity and innovation. Finally, it constructs the purpose's contents in basis of the politics, ideology, morality, law and psychology. At the same time, these five respects are to achieve the integration: the inheritance of history and development of the times, domination and diversity, theory and practice.The fourth part discusses the purpose's realization from three aspects such as educators, methods and the environment of Ideological and Political Education. Firstly, it can improve comprehensive quality of the educators mainly through the CCP and state, schools and educators. Secondly, it will realize the purpose by implementing scientific and feasible methods: perfect dominant education in order to optimize methods of classroom teaching; pay attention to invisible effect in order to realize the penetration education; use the function of network in order to transmit the positive information; enhance the assessment of morality to promote self-education. Finally, we should optimize environment through the education of family, campus culture and the social morality to provide environmental safeguard for the purpose of the Ideological and Political Education.
