Secondly, the writer introduces the current situation of medicaid system, and summarizes the problems existing in medicaid. Thirdly, the writer introduces some countries'medicaid systems which are typical. These countries include developed countries, also include developing countries. The writer expects that these countries'medicaid system could provide some inspirations for the construction and improvement of our medicaid system. Last but not least, the writer puts forward a series of target-oriented suggestions and measures. The writer hopes that through this thesis, the act of medicaid will be risen to the height of law, and emphasizes that the nature of medicaid is a basic right. The writer also hopes that through the legislation of relevant departments, the act of medicaid could run in the frame of law.
