College students are China's valuable human resources. They are the main power of comprehensive construction affluent society, promoting great cause of socialism with Chinese characteristics. From the start of 2008, China's government will plan to hire 10 million college graduates for village cadres. It helps to solve shortage of village leaders, improve village-level organization structure as well. Hiring College graduates for village officers becomes effective bridges between rural grassroots and the external world, effecting profound meaning in thoroughly applying the scientific outlook on development, accelerating the rapid construction of new-countryside, training grass-rooted talents. University-graduate village cadre program has been an important public policy based on our party and government's wide vision, combined with the new countryside construction of specific national conditions and the current employment situations.With start of its background, development process and village cadre's role, this thesis tries to explore the policy. In view of practice of a country, the policy has played an active part in multiple:not only revitalizes the village economy but also improves the quality of farmers. High-quality college-graduate village cadre make good use of their own major advantage to help "two committees" form high-quality economic development planning. And they make advanced agricultural technology known, actively introduce external resources and promote the development of rural economy. They run computer rooms and libraries to enrich farmer's spiritual and cultural life. There are many problems and shortcomings, their legal role, high drain and their standard does not fit the new demand for talent in rural development issues, especially how to maintain its longevity? After expiration, where the university-graduate cadre should go?This thesis is composed of four parts. The first part is introduction, mainly talks about the backgrounds and significance of the topic, main research actuality and methods, theoretical tools. The second part is the relative theory of university-graduate cadre program including the meaning of university-graduate cadre, the program's development process. The third part is about the good results in practice and problems in operation. The fourth part is an attempt to improve it. And all relevant parties should work together to establish a sound long-term mechanism.
