Research On China's Civil Society Organizations In Policy Implementation

With the "global association revolution" there, the world's burgeoning civil society organizations playing an important role in several aspects, such as promoting social development, social pluralism and political democratization. Since reform and opening, as the political, economic and social reform in the field continue to advance deep in China's civil society organizations have sprung up as if out of a relatively independent social force in China to rise rapidly. Civil society organizations active in the implementation of policies which, and play an more and more important role.As China's economic and social development, Civil society organizations are increasingly involved in policy being implementation, and achieved remarkable results, but also the influence of traditional political culture, civil society organizations involved in policy implementation systems, and government policy low level of implementation of the reasons for disclosure, civil society organizations in policy implementation in many problems.This research starts from civil society organizations in policy implementation problems as the starting point to analyze the causes of the problems, discussed further in a targeted manner to strengthen civil society participation in policy implementation measures, aiming to have a certain practice guidance. This paper consists of six parts:PartⅠ:Thesis presented the background and significance; study at home and abroad on management of local government performance status; clear idea of this research, methods and main content; analyzes the difficulties of writing and focus; last, the This innovation and inadequate.PartⅡ:This paper describes the implementation of civil organizations to participate in the value of the policy analysis, including the definition of civil society organizations, development status of civil society organizations, civil society organizations in policy implementation as well as civil society organizations involved in the motive of the significance of policy implementation.PartⅢ:Civial society organizations in China described the status of policy implementation,including civil society organizations in policy implementation approach, civil society organizations involved in policy implementation features two aspects.PartⅣ:Analysis problems and their causes of the civil society organizations in policy implementation. Problems include:civil society organizations'capacity can't meet the participation requirements, poor credibility of civil society organizations. Cause of the problem include:Civil society organizations lack of support from Government,civil society organizations in policy implementation of the system is not perfect, policy implementation, the low level of information disclosure.PartⅤ:In this paper strengthen civil society participation in policy implementation measures, including:the Government to strengthen cooperation with civil society organizations, and to improve laws and regulations of civil society organizations participation in policy implementation, to strengthen their participation capacity, to improve their participation initiative, to actively improve their credibility.PartⅥ:This part is the conclusion, I forecast the future prospect of the civil society organizations in policy implementation.
