| At present China has entered the period of the social transformation, it brings great upheaval and tumultuous changes in China's social stratum and social structure. People's value orientation is more and more diversification. If we can't deal with the value diversification properly, it will certainly lead to conflict. Affected by the social culture, the organ culture, as the symbolism of institutional soft power and soul, is faced with a host of predicaments. The specialists and scholars made a lot of research on how to construct advanced institutional culture under the Service-Oriented Government mode, and how to develop its role as models, radiators and power-houses for the general mood of society, at the same time how to improve the government self-building and build service-oriented government. However, until now, the study of the institutional culture is still dispersive and is restricted to a few scattered articles. The systematic research of the institutional culture does not begin to take shape. The existing study mainly concentrates to its concept and path. On the contrary, there are is less system studies on its core values. This is neither conducive to the development of institutional culture and in-depth cultural studies nor its construction.Aiming at the fact that the core values of the public administration are still not entirely built among office workers, the paper tries to use the hardcore values that advocated by the west new public service theory, such as public interest, public participation, response, responsibility, justice and efficiency, etc, which embody modern democratic administration, remold the core values of the institutional culture, and to carry out the study on its construction. In the paper, the institutional culture and new public service theory are expounded. At the same time, the paper analyses the possibility of using the new public service theory for conducting institutional culture construction. It explores the problems and reasons which exist in construction of the institutional culture, also It summarizes the revelation of the new public service for carrying out institutional culture.Finally, it provides the path of institutional culture based on the new Public Service Perspective. |
