Since 1960th century when Schultz created the human capital theory, it has been widely recognized that, as well as physical capital, human capital is also an important and necessary element which is very meaningful for the growth of corporations and the production. In view of the role of human capital on economic growth has become increasingly prominent, the great attention is gradually paid to the research on human capital. Scholars both at home and abroad have implemented plenty of investigation and discussion on this issue, including measurement methods, the risk of depreciation, and the approach of appreciation. However, most of the studies about human capital have more concerned about human capital issues in private sectors such as corporations, and much less cared for the issues of theories and measurement in public institutions.As we have known, Public institutions are mostly responsible for the supply of public products and services. On one hand, the quality and quantity of public products and services are directly or indirectly determined by the human capital in public institutions. On the other hand, the public things, especially education and health care, could also put a crucial impact on the achievement of intrinsic value of human capital of workers, thus further affect human capital in corporations and the sum of social value of human capital. As far as the development of public institutions, a lot of criticism has emerged recently. One of the reasons which do matter is unawareness of the value of human capital in public institutions, which gives rise to the inefficiency and weak appreciation ability on human capital. Therefore, the research on the value of human capital and measure techniques in public institutions is very helpful to mobilize the enthusiasm of staff, and improve human capital utilization.This paper begins with the theories of human capital and its value, and secondly investigates and analyzes the characteristics of and measure technique on human capital in public institutions through comparing with enterprises and corporations, and lastly advises the possible appreciation approaches of human capital. The conclusions from the paper are supposed to be the guidance for improving the efficiency of public institutions, enhancing the value of the whole society on human capital.This paper is divided into five parts, and the main contents are as follows:The first part describes the research background and significance, contents and framework, research methods, and proposes major innovations of this article; the second part gives a literature review on the human capital value and measurement method, and compares the methods; the third part describes the two basic theories of human capital, that is, human capital theory and value theory of human capital; fourth part mainly analyzes the characteristics of human capital of public institutions, and compares the measurement methods mentioned above; the fifth part is the conclusion and outlook which summarizes the main research findings and study limitations, and future research directions are suggested.
