Youth affairs include youth education, emlpoyment and entrepreneurship, health, leisure life, participating volunteer service, ensuring rights, prevention of crime, and so on. Youth affairs target the youths under 35. So it is with social status, and is of great importance. However, compared to the livelihood problems such as housing security, health care, home-based care for the aged, youth affairs are relatively marginal in government areas.Up till now, government at all levels, including Shanghai, has not set up the united and definite mechanism of youth policy-decision, so we don't know who lead youth policy, how to produce and how to execute youth policy. In recent 5 years, governments all over China attempt to build institutions such as Youth Bureau, Youth Work Joint Conference, Adolescent Affairs Committees, etc, relying on which to make youth policy and provide public youth service. To this problem, there exists disagreement in society. It has never concluded scientific and common mechanism of youth affairs policy-decision through continual disputing.This thesis sets about the foundation of Minhang Youth Bureau, combining characteristics of youths'thoughts and actions in social and political participance, analysing the breakthrough and limited area in youth affairs policy-decision mechanism, on base of which, deeply analysing the reasons, and then drawing the conclusion about perfecting rules and policy,transferring the thoughts of youth and society,ensuring youth affairs policy-decision system,expanding youth affairs policy-decision channels,improving youth affairs policy-decision procedures, and providing concrete supportability rules, expecting to provide benefit reference for all the governments to make youth affairs policy effectively.
