Interest Relationship Analysis For Dezhou City Rural New Community Construction

To reduce the administration cost and improve investment efficiency of public finance, to boost the extension of public service to the countryside and solve the problem of land shortage in urbanization and industrialization, the construction of countryside new community is actively extended around China. However, in the process of rural new community, the status of all interest groups is different in the interest balance due to different allocation of resources and information. The peasants are always in a disadvantageous position in the interest balance because of history, system and their own limitation, while the protection of peasants' interest shall be the ultimate goal for the construction of rural new community. Therefore, we need to put the interest of peasants on the first place and harmonize the interest relationship among different interest groups, so as to better satisfy the increasing interest demand of the peasants for economic, political, social, cultural and biological aspects, and realize the double win for all interest group. Thus, the countryside economic and social development can be all around developed.Currently in the research of domestic academic field, there are few researches on the rural community interest relationships. From the perspective of peasant interest protection, the analysis of interest groups and their relationships in the community construction enriches the research content of rural community construction. This article studies the interest relationship in the process of Dezhou rural new community construction, and from the perspective of peasants interest protection, analyses in details the interest demand and balance in different stages for all the interest groups by introducing the related policies and measurements adopted by Dezhou in the rural new community construction, and finally provide concrete advice for protecting peasants'interest.The basic methodology of this article is literature research methodology, namely, integrating and analyzing the materials collected from a huge amount of theory literature and related documents and data from Dezhou rural new community construction. In addition, this article adopted systematic analysis, putting all interest groups in the general system of rural new community construction and analyzing the interest demand in stages. The innovation of this article lies in using the process of Dezhou rural new community construction as the axis, and analyzing different interest groups and their demand in 3 stages, which is a brand new analysis perspective. On the perspective of peasant interest protection, this article also analyzes the defects in the protection of peasant interest in rural new community construction and provides advice for different interest groups.
