On Contemporary Chinese Villageers' Status And Improvement

The establishment of village autonomy is a national way of major changes in rural governance.It enable farmers to the first real masters of their own destiny, provide the basic institutional framework and an important way for the realization of democratic rights of farmers and in practice, has made great achievements. But it is undeniable that there are still many problems in the village self-government process, such as Villagers uneven development,Village of the "dual role" with the villagers and the basic principles of autonomy Contradiction,township and village self-government organs of state power conflicts,the contradiction between the village party branch and village committee,the problem of democratic elections,the quality of some villagers and to promote village self-government can not meet the requirements of the existence of contradictions. In varying degrees, these problems hamper the smooth implementation of Villagers. In building new socialist countryside, promoting the harmonious development of rural society under the new situation, how to further improve the system of village autonomy, ensure that the people exercise their democratic rights is more important and urgent. It put forward some sound paths to address the main issues Villagers:developing a "citizen" type of farmers; reconstructing village-level governance structure and clearing the function of various organizations; Innovating mechanism of Villager Autonomy and improving the "four democracies".
