| Town(street) petition issue is not only related to the vital interests of the grassroots people, but also with the stability of society and the national grass-roots regime. Since 1990s, the visits-and-letters crest, including over-head visits, capital visits and hanging-on visits, makes a great effect on social stability. The issue of visits and letters becomes a hot topic. Conflicts and disputes most come from the grass roots of the country. With the in-depth development of economy and the adjustment of interest structural, many problems appear, such as resettlement, land acquisition, enterprise restructuring, village affairs opening, and so on. After objective thinking and review of base visits and letters process, it tells that many problems insist in inherent mechanism.This article put forward the problems faced by grass-roots petition from the present situation, summarizing the effectiveness ,analyzing the problems during the operation,and trying to solve them. In the drafting process, this article takes a framework like this: the construction of the operating mechanism of grass-roots petition (including the organization, operation process, operation style)—problems and reasons (including the institutions themselves, the petitioners and the social environment)—practical ideas. The main line of the article is the relationship among the petition agencies, petitioners and the social environment.
