Rules refer to systems or articles of association for everyone to comply with,they are norms to restrain people's behavior.Rules are widespread in many domains of the realistic society.The formulation and implementation of rules will affect the realization of the interests of the people.There are explicit rules and hidden rules.In social development process,formal rules and hidden rules represent respective interests guidance.In local governance process,administrative formal rules are laws for people abiding by,and they are the formal institution and behavior rules,their formulation usually represent the public interests.But the local administrative hidden rules are hided in the range of activity of the local administrative organization,and it is opposite or complement to the formal rules like local administrative laws and rules etc.The local administrative organization or its administrators approve and abide by the rules to try to gain local or personal interest with the help of theirs public power,their formation usually represents various interest-groups'"circle" interests.Because our country is in the society transformation phase,the society is complex and fickle,local administrative affairs are diverse,there are system loopholes and some formal rules can not come into play effectively. The local administrative hidden rules are in flood increasingly and almost exist in all fields of society.The local administrative behavior is in a certain extent subject to administrative hidden rules.Based on the researches of hidden rules of literature material domestic and overseas,this paper gets the local administrative hidden rules' arbitrariness,hidden,and illegality,etc.easily lead to the lose of effectiveness of administration,and political corruption,and harm administrative organization's credibility,and destroy normal administrative order from research and analysis of the definition and characteristics of local administrative hidden rules.Meanwhile,this paper will mainly describes the causes of formation of the local administrative hidden rules are including objective reasons of system loopholes,laws vacancy,the inherent flaws of the written laws,the drive of the subjective interest,the inertance of the history and cultural tradition,etc.and the subjective reasons of the misplacement of the ruling idea.Finally,using the case analysis to study their corruption effects,trying to find the countermeasures of local administrative hidden rules,in order to eliminate and radical corruption,to reveal the formal rules'authority,and to purify social administrative environment and guarantee the local administrative procedural justice and fairness,openness and administrative affairs'smoothly development,thus lay the good foundation for social harmonious and healthy and orderly development.
