This research takes the opening of 2010 Shanghai EXPO, from 1st May,2010 to 31st Oct, 2010, as research period. Migrant in this paper refers to national migrants inside China, not international migrants. Three local newspapers in Shanghai:Xinmin Evening News, Shanghai Moring Post and Jiefang Daily are selected as research objects. All the reports appeared in these three newspapers related with migration issues will be analyzed to relieve the major reporting frames of migration issues. Through text analysis, three frames have been concluded:Negative Frame, Conflict Frame and Incorporate Frame. Besides, expressions of identity from both migrants and media are discovered, however such expressions are not continuous. Supplement has been used as a trial of public expression of migrants in three newspapers, among which Xinmin Evening News is highlighted. Conclusions are as follows:Hukou system is the fundamental reason of negative frame and social class frame of migration reports. The self- recognition of Shanghai culture from local media serves as the major line of reporting frames. Last, all newspapers deliberately neglect and dilute discussions of migration conflicts and identity problems. They try to move these problems from printed media to online media.
