In the latest time of the19th century, Qing dynasty undergone from power andprosperity into decline, had a heavy social crisis and a faint future, which looked like tobe in the last days of the scene.Yuan Wei who was a patriotic intellectual, raised a seriesof reformatory assertion which aimed to save the people and the country. He foundtheoretical sustain from Chinese traditional culture works. Consequentially hefound:LaoTse, a book that was misreaded as a kind of philosophy which was negativeana retire from the world, and an art which cultivated one's moral character and raisedone's gender all the time, had a peculiar function to correct eschatological malady. SoYuan Wei studies the book again and wrote a book named the original meaning of theLaoTse, which denied predecessors' one-sided and inaccueate explainments, andendowed the new meanings under the new social conditons, it was that LaoTse couldsave and guide the world. The viewpoint that all things exercised changes in LaoTsesustained YuanWei's reformational ideas. The viewpoint that conttadictionswidespreaded and mutual transformed, quantitative change caused qualitative change,made Yuan Wei attach importance to foreseeable difficulty and opposition in the processof reform, and, believe that persistent and smattering quantitative change eventuallycaused social qualitative change. Facing the reality that the government wasincompetent and the soeity was disorder,Yuan Wei fully affirned and promoted the ideathat governed by doing nothing that went against nature hands off. Taking WenJing'smanagement for example, he confirmed that governed by doing nothing could controlthe world.
