As an important evaluation measure for university public English teaching, CET4/6 (Abbreviation of College English Test Band 4/6) has been widely applicated and has influenced a lot of people broadly, though it receives remarks both positively and negatively. In order to make a comprehensive evaluation for CET4/6, this study starts with the founding background of CET4/6, then it analyzes all the reform measures which had been taken in the past 24 years, finally it concludes the main achievements of these measures:firstly, its positive effect on the English study of university students; secondly, its positive effect on college English teaching and teaching evaluation; thirdly, its positive effect on society and the employing unit. And fourthly, to some extent, many measures and methods of CET4/6 has brought out some positive effect on avoiding exam cheating.On the other hand, there are still some problems to be solved in the future:first, the nature and positioning of CET4/6 is still vague, so that teachers cannot implement the teaching requirement effectively. Second, CET4/6 receives a much higher degree of social concern than it ought to be, so it has a huge side effect; Last but not least, the oral English test has not been carried out in present CET4/6 system, so it has no apparent influence over the oral English teaching.Thus, this paper holds the opinion that CET4/6 needs some change in order to provide the CET4/6 system more vitality, and these measures can surely help to implement the content of University English Teaching Requirement better, to comply with the law of the test development, to promote the scientificism and rationalization of college English teaching and test evaluation system and to develop college English teaching more effectively. These measures are as follows:Firstly, setting a clear goal for CET 4/6; Secondly, strengthening the idea that CET4/6 is a tool serving English teaching from the aspect of policy orientation; Next, handing over the autonomy to the university since CET4/6 is a kind of academic examination; then speeding up the process of oral English test as an integral part of examination; and at last, implementing the network group test mode.
