The CIA instigated rebellion in Tibet in March 1959. The 14th Dalai Lama Tenzin Gyatso took the opportunity to flee to India. (The following are referred to as the Dalai Lama or Dalai.) Since then he began more than a half century in exile. America is the most important supporters of the Dalai Lama. The United States government's supporting is extremely important for the Tibetan separatist activities of the Dalai clique. Therefore, the Dalai Lama seeking the support of the United States continuously, especially the support by the United States President. Considering from the overall strategy of the Cold War and the national interests, seven U.S. Presidents had repeatedly rejected meeting with the Dalai Lama in thirty years from 1959 to 1990.To the end of the 80 in 20th century, A"tradition"in American had formed that the U.S. government officials does not meeting with the Dalai Lama. With disintegration of the Soviet Union the end of the Cold War, the balance of the strategic among these three countries disappeared. The United States adjusted the policies toward China Gradually and strengthened the support to the Dalai clique. George ? Bush met with the Dalai Lama for the first time in the White House's private residence in April 16, 1991. Creating a precedent of the U.S. President direct interfere China's "Tibet Problem". The successor presidents have all met the Dalai Lama in term of office. The United States Government formed a new"tradition"that presidential meeting with the Dalai Lama.History and International Relations Research Methods has been combined in this paper. The second part: From the background of the changing international situation in the end of the Cold War, analysis the reasons for the changes in U.S. policy toward China and supporting the Dalai Lama's activities. Combing the concrete content of the meeting Dalai Lama from the US. Presidents George ? Bush to Obama, and the U.S. President meet with the Dalai Lama has been considered as a new"tradition"to contain China.The third part: Overall analysis of the influence and substance of the U.S. Presidents'meeting with Dalai Lamas.
