The Lombards were one of the Eastern Germanic tribe .They invaded Italy in BC568 and perished until BC774. The governance of Lombards changed Italy a lot,especially had a great influence of Italian History.The Lombards achieved a brilliant success in the law, language,and arts .The earliest laws issued by the Lombards were issued by Rothair in 643 in a law cod known as Rothair's Edict .This Code,contained 388 clauses,had its own system,and became the basis of Lombard Law.The Code had an profound on the Italy Law.This paper uses historical research methods,makes historical materialism as the basic starting point and the speculative historical theory as a guide.With the grasp of basic historical data ,I use comparative analysis, induction, deduction methods for this paper. There are four parts to elucidate the Rothair's Edict . The first part.interpreting the background of the code from a historical point; the second part, to analyze several aspects of its main elements as the criminal law, family law and property law: the third part, expounding the two properties of the Rothair's Edict from Lombard law and its Germanic prototype; the fourth part, to analyze the impact of the Rothair's Edict.
