The Regional Natural Resources is an important prerequisite for the formation of local human environment, and also is an important factor for the formation and development of the local regional arts. Throughout history, it is not difficult to see that the inheritance and development of literature and art, no matter in what form, all closely interrelated to the local regional resource and human resource. This essay has deeply probed from the regional resource to research of the culture. Such as the spirit of regional culture, the value of aesthetic, aesthetic psychology, etc., in which Regional Natural Resources is an important factor for the formation and development of the local regional arts. Formation of the aesthetic psychology is a psychological reaction of human to the environment around. Hence, in order to study the influence of regional culture to local creation of oil painting, formation and development of the local aesthetic psychology should be studied first and then come in to the deep study of the regional culture.Shaanxi culture is the root of Chinese culture which has a long history. Through ages, it has great attraction to researchers at home and abroad. Shaanxi has a diverse geographical environment. The unique landscape of three different regional styles has greatly affected the local cultural identity style, which is the simplicity and honesty of Loess Plateau in North Shaanxi, the toughness and open-mind of the central Shaanxi Plain, and the gentle and cultured of the Qinling and Bashan mountainous area in South Shaanxi. The unique regional culture has provided rich resource to the themes and connotations of the local oil painting. Oil painters in Shaanxi have great love and cherish on this region. They created their works which represents the local cultural with their own understandings of the Shaanxi culture. All of this can not be separated with the long history and folk customer in Shaanxi culture. However, there is no systematic and deep research on the influencing factor of the local Shaanxi culture to the local oil paint.This paper has studied the regional characteristic of Shaanxi oil paint by analysis from two aspects of Shaanxi regional resource and humanistic environment, and also expounded the influence on the theme and form of expression of local oil paint under different regional cultures. Uniquenatural resources and history has been given a profound cultural connotation. Rooting in local culture, absorbing the modern spirit based on the traditional custom, from the folk aesthetic image to reality, and from the usage of material to creative forms, Shaanxi oil painters expect to get a perfect combination between modern oil form and image of folk culture. Therefore, when studying the influence factors to the Shaanxi oil paint, it is necessary to research the aspects of Shaanxi natural resource, folkways, crafts and arts, development and inheritance, etc. The studies in these aspects will bring some inspiration and thought for the creation of modern Shaanxi oil paint. The characteristics of regional culture and the purity of cultural deposits has made Shaanxi oil paint develop with a principle of connotation focusing, which has an important realistic meaning and academic value, and also make Nationalization as a priority for the development of Chinese Art.
