At present, the research into economic modernization of Modern China has become an important issue and there are quite a few achievements in it. But the regrettable thing is that the theoretical foundation of our study is primarily based on the theoretical results about modernization of western countries and there are not so many theoretical innovations of our own, which leads to a phenomenon that sometimes we can't well explain the process of modernization development of Modern China, which had a very special historical background, by using the western classical modernization theory. In this paper, the author puts forward some of his opinions and views by picking the economic modernization that is typical, exceptional and integrated in the period of Beijing Government of the Republic of China (1916-1928) as the research object, studying how the central government dealt with their dilemmas and made corresponding adjustment in the perspective that the authority was weakened, and introspecting the conclusions which is inconsistent with the western classical modernization theory.This paper is divided into five parts. In the introduction, the author presents the problems existing in the research, which the academic circles are faced with when studying the history of modern economic modernization, and states the current research situation, thoughts and methods of this paper, combining with particular research object. The first chapter is establishing the theory, where the author mainly makes a brief discussion about the concepts of Central Authority and Economic Modernization, as well as the function and influence of their relationship. Chapter Two lays special emphasis, from the angle of the government, on the discussion about the action of the central government in the late of Qing Dynasty in the process of economic modernization, and the effect it brought, which provides a reference for the later specific research. Chapter Three is the core of this paper. In order to reveal the substantial reason why China still made significant progress in economic modernization when the central authority had been weakened in the period of Beijing Government of the Republic of China, the author summarizes the economic modernization achievements of this period, and then combines with the results to make a detailed research on the process of the then economic modernization, by studying the impetus sources of modernization, government's attitude and action, the free economy market environment, the relationship between the construction of system and the government's cost, and so on. The fourth chapter is the summary. From the angles of four aspects, including logical order, moderately exploiting government's function, reasonable industrialization mode, and the own advantages of "the latecomer", the author makes an overall assessment of economic modernization measures carried out by the then Beijing government whose authority had been weakened. Besides, the author believes the development of non-governmental leading force and the supply of effective economic system could remedy the negative effects on the work of economic modernization, which came from the weakened central governmental authority.
