Current Situation And Countermeasures On Appraisal Of Diagnosis For Occupational Disease In Shanghai Yangpu District

ObjectiveWe investigated the current work on the occupational disease diagnosis and appraisal of occupational-disease-diagnosis in Shanghai Yangpu district and the characteristics of cases who applied for the judgement during 2003 to 2009, to probe the problems of appraisal process for occupational disease diagnosis, in order to make suggestions and countermeasures to regulate the occupational-disease-diagnosis appraisal.MethodsAll agencies which have right to make occupational disease diagnosis were investigated. The basic information, working flow-chart and service ability were enquired with questionaries. Qualitative data were obtained from people of the typical cases, which are the patients, or enterprise management personnels, or medical doctors, or experts for appraisal, using semi-structured interviews and analyzed using content analysis.ResultsMost of diagnosed case were pneumoconiosis and occupational poisoning. The patients, who applying for the appraisal of occupational-disease-diagnosis, are mainly young migrant workers. Pneumoconiosis, chronic occupational poisoning, occupational cancer and noise-induced deaf are the main diseases. Questioning the occupational-disease-diagnosis result is the main reason of the application for appraisal of occupational-disease-diagnosis.The problems of current appraisal system mainly exist in the following aspects: firstly, it is related to the shortcomings of agencies and professional personnel, which includes the quality control system, professional academic level and effective investigation of the responsibility. Secondly, the problems of appraisal procedure involving collection of necessary documents for appraisal and acceptance and expenditure of appraisal. Thirdly, the problems include indistinctness of the nature of the appraisal, and lack of valid cross-examination of inspection of the appraisal report. Finally, the problems are the limitations and fuzzyness on the diagnostic criteria of occupational disease. ConclusionThe appraisal of occupational-disease-diagnosis needs further standardize. By comparing and analyzing the problems of current appraisal system, we can get the suggestions and countermeasures of our own system. Firstly, strengthening the construction of institutions and personnel for occupational disease diagnosis and appraisal. Secondly, improving and perfecting procedure and the cross-examination system of the appraisal of diagnosis for occupational disease. Finally, we need to explore the new appraisal mode uneeasingly, so that we can fulfil the aim on preventing and eontrolling the occupational diseases and protecting the labours'health and rights and interests correlated feasibly.
