| Objective: Electronic medical records (EMR) as an information sharing platform has gained a growing popularity with its obvious advantages in bringing convenience to people. But it is also controversial because of the new problems and challenges it brings to hospitals, medical staffs and patients. This study is to survey the Third-level grade-A hospitals in Guangzhou to master the construction and application of EMR situation, analyze and summarize the valuable experience,excavate the multi-expectations of hospitals, medical staffs, patients and the public about the development of EMR, thereby increasing the wide knowledge degree of EMR. After investigating the construction and application context of EMR of the Third-level grade-A hospitals in Guangzhou area, then combine with the realistic recommendations for further discussion, with the hope of eventually making the development of EMR more humane, and promoting EMR in hospital application.Methods: Documentation Method, On-the-Spot Investigation Method, Society Investigations Method, Depth interviews Method and Comparison Method pass through the paper. Before doing the research, I had read a large number of domestic and foreign literature and books about construction and application of EMR in hospitals. Then I went to several Third-level grades-A hospitals in Guangzhou for observations to increase my perceptual knowledge. The questionnaires were designed by combining with existing literature and the reality of the Guangzhou region, and the investigation and interview were completed during April 2010 to July 2010 after the questionnaire content were finalized by the adjustment of pre-investigation and expert consultation. The survey results were summarized and analyzed with descriptive analysis, frequency analysis and Kruskal-Wallis test.Results: Currently,there are following common problems to the Third-level grade-A hospitals in Guangzhou during the process of construction and application EMR: The functionality and utility of EMR need to be exploited; information security gives some cause for concern; legal protection lags behind; managers lack insight and leadership; inconsistent hardware and software development; lack of evaluation systems and cognitive biases are the main obstacles that hinder the development of EMR.Conclusion: The solutions should be as follows: simplify the operational processes and improve the system performance; set up a secure and reliable third-party EMR system; strengthen legal protection and give more government support; expand channels of raising funds and fulfill the cost management; focus on the information literacy training of managers; increase capital investment; establish output-based assessment system; build a communication platform for health care workers, patients and EMR suppliers are the suggested proposals to promote the Omni bearing development of EMR. |
