The sustainable development theory provided a direction for development of forest tenure in China and provided a theoretical support for the sustainable development of forestry. based on the sustainable development theory, property rights theory, institutional change theory, gone deep into explore the theory meaning of forest right system and revealed the nature origin of forest tenure arrangements .These will rich the forest right system theory in China.Sustainable forestry development plays an important part in China's economic and social sustainable development strategy. The practice and theory show that reasonable arrangements forest tenure for sustainable development of forestry plays a key and central role. A correct view to forest right system of the various historical stages have a good reference for the current forest tenure arrangements, because any policy, regulation is not unexpected, it has policy continuity and succession, the forest right system is not Exception.
