This essay based on the Electric GIS Program of Hunan Province:In our country's utility industry, the spatial location of many kinds of electric power circuits and equipments are labeled on the map which are used to seek, repair and manage these electric equipments and to help to remove the faults by the administrative department of electric power. Before the conduction of Power Information System, all the maps labeled with electric power circuits and equipments are finished by hand. First of all, utility industry ask for the information of the map from the administrative department then the marks of the power circuits and equipments are labeled on it by itself in the end they collect all of these into technical data files. Thus it will take huge amounts of manpower and material resources to update equipment archives in this way and the demand of utility industry can't satisfied completely. Confronting these problems and the rapid development of utility industry, electrical power system have made great efforts, such as using computer as carrier to manage the equipments and the electric graphics system that contains graphical information. But the existing systems always have defects in some degree, for example, the Power Flow Analysis can not be carried through easily if the advanced application do not have topological relations between the equipments.For the manufacturing management of the inner part of EVU, the basement of all works is the power network information. After the long-term practice and demonstration of the utility industry in our country, GIS will play an important role in the informatization of the construction of utility industry, which depends on the advanced functions of GIS such as the favorable space description, topology and attribute. It is so advanced that the utility industry can take advantage of the GIS as the platform as well as design and construct the information system on the whole based GIS, which will give full play to the advancement of GIS and achieve the comprehensive supervision of the manufacture in utility industry.The engineering of Electric GIS conducted by the electric power company in Hunan Province is a deep combination between electrical power system and GIS. This essay discusses that how the utility industry applies the topographic technique and electric GIS and summarize the superiority of the most popular technology of topographic technique and electric GIS and study the application of topographic technique in utility industry. The essay focuses on the techniques of SM, electric GIS, CORS, RTK and so on. It also introduces PMS and the application of TGO, Mapinfo, the coordinated system and. GIS in utility industry. This essay takes Xiangtan,Hunan Province as example to emphasize on the application of SM in utility industry and detail the effect of SM on electric GIS. It contains the data collection of power engineering, the processing,the preparation and the storing of data and some other steps. The essay have a general guidance on the power engineering.
