During China's 12th Five-Year Plan, seven wind bases with wind power capacity higher than 10 GW will be built. "Wind power three gorges" is taken seriously by the Chinese government. This thesis tries to find the solution to wind power utilization, and to make contributions to China's wind power development. The main work is organized as follows:Firstly, with the analysis of the difficulty in wind power utilization, referring to the Renewable Portfolio Standard (RPS), based on the power retail mode, a novel conception of green power utilization mechanism was proposed. To solve the problem of effectively utilizing the huge wind power, accounting for the status and characteristics of thermal power in North China, two types of bundled outward transmission modes for the Inner Mongolia and Hebei grids were proposed. Under the non-grid-connected wind power mode, large customers could use wind power directly rather than via the Power Grid. Both Soft-and hard-ware conditions for developing wind power utilization were discussed.Secondly, the thesis introduced the development of the reliability of distributed power system domestic and overseas, analyzed the reliability model of wind farm, and then obtained the failure rate and repair rate of wind power system. Wind speed, an important reference volume, was considered in reliability calculation model. So the failure rate and repair rate of dormant wind power system were calculated. Based on the reliability,assessment software-RAMSES, grid-connected wind power system's reliability model was presented afterwards.Thirdly, from four perspectives such as wind speed prediction, wind turbine output, reliability index and simulation analysis, the thesis investigated the status quo of wind power system's reliability. By virtue of the reliability assessment software-RAMSES. the theis evaluated the effect of wind power on the reliability adequacy of a distribution network in Zhejiang province. The interconnection of wind generation can improve power system's reliability.Finally, based on PowerWorld software, the theis analyzed the voltage and frequency stability of power grid after being connected with wind generation. When the penetration rate was high and if the grid has no reactive power compensation device, the node voltage limit violation would happen. In addition, if the large-scale wind farm temporarily separated from the power grid, it would be difficult to return the fluctuating frequency to its normal value. Thus, it is difficult to regulate the power system's operation frequency in the context of the high proportion of wind power generation. Through the use of wind & thermal power bundled transmission mode, this situation was significantly improved.The testing results are valuable to the planning and operation of Chinese wind power.
