Stability control systems as one of the three defenses in a major regional power system, have been put into operation in large power grid around the country. With the rapid development of the local economy in recent years, the rapid development of power industry has also been faster and faster, the local power grid became complex, and has gradually formed a voltage level of 220kV-based radiation-type network topology, the security and stability in the regional power grid has been become more and more important. In order to ensure security and stability of the regional power grid, eliminate the large blackout of the regional power grid, development and application of stability control systems in the regional power system become more and more important.In this paper, we analyze the different between the local stability control system and the regional stability control systems by the theoretical principles of security and stability control, analyze the old model of security and stability control in Jiangmen power system and its shortcomings in the operation, according to the position of this system in west to east of the south power grid, we use regional stability control technology, network communications and the latest microprocessor-based protection and other aspects of computing technology, distributed by setting device and a secure communications network to build a regional stability control system in this system which is composed of a 500kV substation (Jiangmen) and six 220kV executive sub-stations and networks of communication between them, to provide a efficient and feasible solution of security and stability in this system.When the AC or DC power line input to Guangdong power grid has a fault tripping, or when a serious accident occur in this system, according to the control strategy table of Guangdong power grid, Jiangmen control sub-station receives commands of Guangdong power grid security and stability control system instruction, Combined with sensitivity and distribution of the load in J this system, to shed the loads according to the predetermined strategies. Jiangmen control sub-station can receive load-shedding commands from Luodong master or issue load-shedding commands directly according to the loads of its six executive sub-stations, and then the executive sub-stations carry out the load-shedding commands, so that ,at the expense of part load way, this system can operate safely and stably.
