Building energy efficiency is an important measure to implement sustainable development strategy and achieve national energy conservation objectives.It is also in line with global trends. In the process of its overall promotion,building energy efficiency-related work has made significant achievements.As one of the driving forces to promote building energy efficiency work, household heat metering technology has been well developed in foreign countries for some salient features such as economic energy efficiency, good comfort,high quality and more reasonable heating charging mode.So it is inevitable to implement household metering technology with wide range in heating industry in China. The problems caused by implementation of household heat metering technology will be analyzed and several key issues will be discussed in this paper.With household metering mode, the consumer's valve adjustment behavior and room temperature setting have a great impact on heat capacity of heat transfer station. Heat consumers can adjust radiator valve according with their wishes.But it is less likely to know the exact way they adjust the valve and the amount of adjustment. Therefore, in this paper, a questionnaire about consumer's valve adjustment behavior as well as room temperature setting is conducted based on a residential area of Dalian City. The results show that, a few users set a fixed temperature for the whole day, and the number of users who adjust the valve and set temperature according to their work schedule is relatively large. As for the choice of room temperature, heat user is no longer pursue high temperature blindly, but select the appropriate temperature according to their needs.For example, lots of users select 22℃or 20℃as room temperature, users who choose 24℃generally have old people and children at home.For users who do not like hot, the room temperature is set to 18℃.Through the questionnaire we also found that a few users who are not at home for long time may turn off the radiator valve to stop heating. Because of the presence of heat transfer between households, the room temperature of these users is not equal with the non-freezing value users set. In order to determine the specific temperature value and variation range of non-heating room, the heat balance method is used in this research to calculate the indoor temperature of non-heating room based on the survey findings.Results show that the upper limit of fluctuation range of the natural temperature is 14~17℃, the lower limit of the...
