Vehicle actuated signal control is a flexible control mode which can adapt to complex and changeable traffic conditions. However, taking vehicle as the only control object, the pedestrian crossing demand will be neglected, so the pedestrian passing time and safety cannot be satisfied. Through analyzing on the characteristics of existing control methods, we put forward a vehicle-pedestrian coordination control mode that is more suitable for the urban traffic management. It will improve both vehicle and pedestrian operating conditions and bring great benefits to the intersection control.Firstly, both the operation characteristics of vehicle and pedestrian flows were discussed, the generating mechanism of vehicle and pedestrian delays were analyzed. Basing on the discretization thoughts and probability theory methods, we have built models of different actuated signal control situations, including vehicle semi-actuated signal control and all vehicles actuated signal control at intersections, and also pedestrian actuated signal control in sections. It will provide an effective method to evaluating the existing control mode.Secondly, considering vehicle was the only control object in the existing control mode, while the pedestrian crossing demands were ignored. A new actuated control method of the intersection which considering both the vehicle and pedestrian demands were discussed. We analyzed its operating principle and signal parameters determination methods. Then we provided the setting methods of the detectors and the flow charts were designed and expounded in detail. According to the vehicle and pedestrian delays calculation methods used in the existing control mode, we established corresponding vehicle and pedestrian delays models of the new mode, which will provide a basis for its application.Lastly, through comparing with different control modes of an isolated intersection, including no signal control, vehicle actuated signal control and timing signal control. Taking delay and safety as the evaluation indicators, we established the intersection selection model. We got the applicable traffic flow rang of vehicle actuated signal control mode, then the application condition of vehicle-pedestrian control mode was obtained.
