Power cable is used widely in power system, and its failure has much huger negative impact on the system than before. It is of great importance for the cable on site to be tested by preventing tests when in operating or by detecting tests when facing failure. The traditional methods can not fully meet the requirements of on-site tests for XLPE power cable which is widely used these days.In this paper, on-site off-line tests that are commonly used for the XLPE power cable is discussed, and the significance of OWTS is clarified, then OWTS used for 10kV power cable is developed. The theory of oscillating wave is analyzed and the significance of parameters of OW is clarified, the trigger circuit of the switch and the method to measure the PD signal is determined. The hardware used in the system is designed, including the resonant inductor, optical fiber communication systems, switch circuit and measurement circuit. Then tests are done by using the system.SOM neural network is modeled and simulated by matlab. PD's pattern recognition based on SOM network is simulated.Recording to the tests and simulation , the OWTS developed can produce OW up to 28kV,and can successfully detect PD signals produced by cable defects which is made artificially, and the PD signal pattern recognition can be done effectively by the model of SOM neutral network.
