The storage battery is a very important part of the power supply system in a locative. Served as the second battery, its technique quality has direct link with the security of the locative. This paper proposes a battery state detection system and realized it successfully. It is to judge the battery state by the measurement of its inner resistance and its direct voltage.Several methods of storage battery state detection have been taken into account in this paper: SoC(State of Charge) reflects the transformation of the battery in a relatively short periods and SoH(State of Health) defines the long-term aging behavior of the battery. Such advanced technologies have been introduced to detect the direct voltage and the inner resistance of the battery accurately and quickly, as data collection, digital circuit, and singlechip Microprocessor. To estimate the state of the battery by comparing the measurement and the standard value.A data analysis management system has also been devised and realized to manage the data which the battery state detection instrument has collected. All the detection data is to be saved and to form a database. And the database also make it possible to constitute a battery fault-diagnosis system and to give an alarm when finding a battery low quality.The system is designed and realized, and has been put into use reliably.
