Critical link is an important parrt of road network, and bottleneck as well, which have an influnce on transportation system. Currently,disasters in the world happen frequently.They not only do harm to local economy seriously,but destroy the transportation system here.Yet,transpotation system is crucial when disaster happen,and the basis of transportation emergency.Consequently,improvement of critical link can go aginst the destructive influnce of disasters,also can guarantee the security and implement of transportation system.The paper is in search for the solution of effective way of transportation security by studying the theory and method of critical link.Starting with transport security for disaster emergency and basic theory of critical link, this paper analyzes the definition of disasters and makes a study on earthquake.A rearch that disasters'influnce on city's transportation system and its traffic demand in this emergency case is given. From the view of vulnerability to define critical link, the recognition of critical method is comfirmed.Then,on the basis of principle of "take precautions before disasters,guarantee during disasters,rescue after disasters.It states the component of critical link management,and the key is optimum design,monitoring system,transportation organization of emergency and management strategy.This paper applies Flow Interdiction Model model to identify network of critical link,studying intensively into three aspects.Firstly,engineering optimum design of critical link,which determines the procedure of optimum design and decision model through analyzing the goal and method and combining with optimum design principle.Secondly,monitoring system of critical link.From two perspectives of normal or disaster case,this paper analyzes functions of monitoring system.Considering the advantage of video frequency,it suggestsa monitoring system of critical link based on transportation video frequency.A overall design is made,especially the subsystem of critical link.Thirdly,emergency organization of critical link and management stratage of emergency evacuation and rescue is made through the spectrum in subsystem of critical link,and a emergency transportation organization supporting the implement of the stratage above.Lastly, a medium city-Deyang is taken as an example,combining current network data and traffic volume data from comprehensive transportation survey. A solution of identifying the critical link should be a center part.By evaluating the road V/C rate and flow volume, the design optimum rank can be rechieved.Take critical link, zhu jiang road, for example to determine optimum design case and afford relevant solutions based on that three theory above.These areas include crossing of Taishan North Road Zhujiang West Road, where monitoring system and city emergency traffic organization are suggested, which guarantees the implement of transportation and low the negative effect and loss.
