In the period of ice prevention from Inner Mongolia section to Ningxia province, about the time from November to March the next year. Due to the reason of ice prevention in liujiaxia reservoir, the flow is limited, and it will reduce output of the downstream of cascade hydropower stations. The contradiction between ice prevention and power generation is resulted. In further this kind of contradiction is restricting the comprehensive utilization of water resources to enhance.The efficiency of the provinces along the Yellow River basin and the electricity grid structure optimizing are also limited. For example, in the upper reaches of the Yellow River in Qinghai province, in the area of hydropower development. Qinghai province has unique advantages. Hydropower installed capacity takes more than 80% of total installed capacity of Qinghai province. Which is also the main driving force of the development of national economy. Because the management of water resources and scheduling right are separated, every year on the lower Yellow River irrigation season in summer. Hydropower capacity of Qinghai province generatlly will increase and the power volume appear the surplus.In period of ice prevention in NingMeng reaches of the Yellow River, because of the restrictions outbound flow in liujiaxia reservoir, hydropower capacity substantially is reduced, resulted in the shortage of Qinghai province for electricity power. And in recent years the economy in Qinghai province is in fast development, the demand of grid power is increasing year by year, which aggravates the grid operation cost and pressure of operating Therefore, in view of the present situation of lacking electricity. It can take active play to the advantage of the Yellow River upstream hydropower resourcesin premise of keeping safe of ice prevension in NingMeng reaches along upsteam of the Yellow River Considering electricity power balance or not, different scheduling models can established between liujiaxia and longyangxia reservoir, through the analysis and comparison, the advantages and disadvantages of two kinds of scheduling method can be analyzed. Comparing different discharge under the control of Qinghai grid power, better scheduling method is found. And also good methods are found to slove the lack of electricity in Qinghai province. It has the vital significance for economic development, maintain social stability and national unity.
