Reinforced concrete frame structure has a good seismic performance, which has been widely applied to civil and industrial buildings. The seismic design of frame structure has always been the focus of building structure design, but is not economical and reasonable.As the main bearing component, it is vital whether the cross-section design of the frame beam is reasonable for the whole structure's economic technological indexes. In this paper the main factors were studied by value engineering theory about the affect of frame beam in aseismatic design. Improvement scheme was provided to optimize the frame beam in aseismatic design.Value engineering theory is a scientific analysis method that combing technology and economy. The main purpose is to improve function,lower the cost,improve the value of researching object and the method to enhace benefit by making better product design. The cost was evaluated and analysed by the previous theory,and the main factor—the usage of rebar was raised in the process of aseismatic design by using the Value coefficient judging method. Reducing the usage of rebar is a reasonable method to improve value. On the previous mentioned basis,do research about the section features and design method and get three schemes to make the aseismatic design of frame beam better. Take engineering project for example, the economic technological indexes of all design schemes were evaluated by scoring method. Then get the best scheme to reduce the usage of rebar. The results revealed that the main factors determining the amount of rebar were intensity of materials/height of section of beam,design method (Single steel rectangle,Double steel rectangle,Single steel T shape beam method). Among thos method, improved double steel rectangle beam method is best because it can both reduce cost of rebar and carry out easily. Adding Girder on beam can reduce the usage of rebar greatly, but the complicated craft make it become a first choose when the spans and the load are large of the frame beam.This study shows that: the value engineering combines the seismic design of the frame beam and economic analysis,it make the framework of structural design more rational and more economical; this conclusion also provides the engineering design sector with some reference and basis in the framework of the beam seismic design.
