Recently, with the rapid increase of the urban vehicles, the problem of urban traffic congestion is becoming more and more serious. So it is very important to control and manage the urban traffic effectively. Study on traffic state is a founded problem in the research of urban traffic management. Particularly the average speed are important factors for the management and inducement of the urban traffic. The dynamic traffic state analyzing on city's road is an import basal research on using traffic flow guides. It can make suggestions to traffic supervisor, offer gist on city traffic planning decision-making. At the same time, with GPS/GIS's widening use, floating car technology is coming to be a hot point in the research of the urban traffic study. Therefore, it is very important to research the road traffic state on the basis of the GPS floating car.The Dynamic Traffic Flow Information System based on GPS floating car is used to analyze and research the traffic state of. city road net which has space distributing characteristic. Compared with other traditional traffic condition analyzing system, it uses modern information technology to deal with a large number of data of traffic condition and space, to get the exacter real-time traffic condition information on road net.This paper discussed the GPS and GIS related to the system. It use GPS data from float car, integrated GIS to create the dynamic traffic flow information system based on GPS floating bar, presented the system architecture, designed system structure, and realized the system.The system is facing two key problems, GPS data map matching and the method of city road traffic state analyzing. This paper lodged and realized a new composite map matching algorithm based on subarea and method of road section's space mean speed. Then the component-based development method which combines VC++ with MapObjects is chose to develop the basic function of the system and make some example analysis.
