The two main subject of the satellite side tone ranging system have been researched in this thesis. Ranging tone transmitter firstly has been studied, then showing the cross-modulation generated by modulation signal and analyzing the causes. And further discussions.of synchronization of carrier and the ranging tone of ranging system are also made here.The thesis after focuses on simulation of the receiver's carrier frequency offset estimation and exact tracking with Phase Locked Loop (PLL) , putting forward the method of carrier frequency offset estimation and pretreatment, with the advantage of changing a large frequency offset into a certain range.Implementatio of digitalization of Costas loop , the design of important parameters in the loop are shown in this paper. and through the simulation the ralation of equivalent noise bandwidth of loop, phase and frequency control coefficient, acquisition time, and anti-noise performance are revealed .And then the thesis introduces the different international standards for ranging sytstem. For Ranging tone transmitter can not be compatible with the different ranging standards, a new ranging tone transmitter system has been proposed with the feature of visual controlled panel ,communication through the serial, setting the parameters in the host terminal, compatible with various ranging standards.Finally the development of the control panel has been completed,and then the implementation of hardware design on FPGA chips have also been made. Here all functions of ranging tone transmitter system are verified.
