Inland water transportation, as one of the ancient transportation means, has stimulated economic growth greatly due to its properties of huge freight volume, low energy consumption, green to environment and so on. Take the outcome of an investigation conducted in Anhui Province for instance. In the past few years, with the development of inland waterways, the capacity, freight volume as well as the shipping production and construction scale of inland ports in Anhui province have been breaking the record again and again, which apparently promotes national economy. On the other hand, however, as navigational conditions improves and cargo volume increases, the probability and risk parameter of environmental pollution caused by daily shipping operations and marine incidents are becoming greater and greater, hence it is an urgent must to achieve the accurate monitoring of vessel pollution by taking advantage of information technologies. In this paper, through analyzing the factors which influence the selection of sites where should the water pollution sensor be established in Sha Ying River, the author has not only set up the sensor model which is used to test the water pollution in the reach of Anhui province along the whole Sha Ying River but also has confirmed the weight and metric of the factors in affecting the model formation, and eventually figured out the ways to select the sites on the basis of GA (Genetic Algorithm).The main contents in this thesis are listed as:(1) Summarized the effective theories and methods in optimizing the issue of sites selection and confirmed the principles and factors affecting the construction of water pollution sensor in Sha Ying River. By means of making a systematic analysis of such factors as waterway characteristics, traffic condition and environment of the Sha Ying River reach in Anhui province as well as considering the spot situation, the author finally determined the candidate site and founded the model of water pollution sensor. In addition, in this thesis it is also mentioned that the sites distribution is related to the potential probability of water pollution and the weighed demands in the candidate location as well. Meanwhile, by comparing the weight of sub-indexes and the metric involved into the both, the author makes use of quantitative calculation ways to figure out the probability of water pollution in varied candidate sites and the detailed value of weighted demand, therefore lays a solid foundation for further developing the model.(2) Studied the operating mechanisms of GA (Genetic Algorithm), made comparison and contrast between the GA and traditional methods, summarized the methods of optimizing multi-aims and devised the solution to the model on the basis of GA. Besides, the author changed the issue of optimizing multi-aims into single-objective problem with the method of constraints and at last carried out a testing to the model based on the solving results. According to the testing, it was obvious that the selection model of sites mentioned in this thesis was quite fitted to practical demands and the selected method, namely GA, was fundamentally effective as well. As a whole, the thesis will present another logical thought and means in dealing with the issue---the selection of sites on water pollution sensor in Sha Ying River.
