Enterprises break environmental laws are common counterworkers to administrative department and public. So their pursuit of the objective results which reducing industrial pollution are consistent. Though their intrinsic purpose is not exactly same. So in environmental law enforcement the synergistic effect of public and administrative authorities is not only feasible but also essential.This article try to find the way which public and administrative authorities play synergistic effect by. Pubic and administrative authorities play a important role in protecting environment. The mutual assistance between two part can make up their own shortfall to improve respective effect adequately. To perfect the synergistic effect, The government should take more responsibility in order to remove the barriers to public participation on every aspect of environmental law enforcement. And public should improve the consciousness of participation, subject consciousness, right consciousness and legal consciousness. There is another important thing is we must Improve relevant systems.
