A Study On Construction Of Local Government's Integrated Early Warning System For Disaster

In company with the development of society and economy, disaster events have happened in the global range, while the frequency and the damage of life and property are on the rise. So it arouses the world's awareness of the importance and urgency of establishing integrated early warning system for disaster. Compared with the developed countries, the construction of early warning system for disaster is still at an elementary stage and there are lots of problems and weaknesses in China, especially in establishing an integrated early warning system, which didn't break the traditional management of"based on the kinds of disaster, the system, and the department". Therefore, the establishment of a scientific, efficient, integrated early warning system for disaster as soon as possible is very important and realistic to the rise of local government's ability of emergency management.In this paper, it firstly introduces the international research trend based on the systematic study of integrated early warning system, and especially analyses and studies the construction of integrated early warning system for disaster in representative countries, such as the United States, Japan, and Russia. On the other hand, it gets the development way of the construction of local government's integrated early warning system for disaster based on the investigation of the status quo, existing problems and the causes. On this basis, this paper designs the integrated early warning information system for disaster, including the function, the overall structure, and the running process of system. At last, form the organization system, legal system, information system, the platform of publish, the consciousness and insurances of early warning, this paper puts forward some suggestions on constructing the local government's integrated early warning system for disaster based on the above research and with the reality of Jiangsu province.
