| Safety is the eternal theme of civil aviation transportation. If the safety can't be ensured, the civil aviation development and economic performance will be seriously affected. With the in-depth research of aviation safety, the concepts and methods of civil aviation safety management have undergone important changes. The focus of civil aviation safety management is gradually transited from aircraft performance, airborne equipments and navigation facilities to human factors. From the 1990s, airlines and the related organizations have paid much attention to the influences of systems, organizations and mechanisms to safety. Today, the cause of human errors(threat factors) is attached great attention and the management function is being expanded to the domain of threat and error management.The program of "threat and error management system" are proposed by systematically analyzing models related to human factors and CRM-related theory, such as SHEL model,REASON model,HFACS model and TEM model, and in-depth study of current airlines management system which includes Airlines Operation Center(AOC), aviation Safety Management System(SMS) and Electronic Flight Bag(EFB). According to analyzing the need of airlines safety management and the specific design of software or information management system, we design the management procedures, work flow, analysis procedures and application of "threat and error management system".The"threat and error management system"consists of five functional modules, such as basic information management module, threat and error classification module, statistics and analysis module, trend alert module, event query module. Each module is interrelated and relatively independent from each other, with moderate size and reasonable classification. After the completion of "threat and error management system", a preliminary test of the system is executed. The testing principles and methods of the system are analyzed and defined .The work is helpful to make better management of flight operation risks and human errors. It's also helpful to supply decision support for aviation safety management department and flight crew, and it's a useful attempt to make aviation safety management from qualitative and extensive management to engineering and informationize management. |
