Along with the rapid development of economy, China is faced with the pressure of severe atmospheric pollution and reduces the greenhouse gases (GHG) emissions. At present, we deal with the atmospheric pollution problems firstly, and then consider GHG problem. This sequence used to be considered the best policy options. However, more and more studies focus on the ignored co-benefits of local atmospheric pollutants reduction when the border costs for greenhouse gas emission reduction policies are calculated.The co-benefits means the all positive effects which are produced by taking a series of policies and measures about Reducing air pollution and GHG Cooperative control means the corresponding control measures to obtain the co-benefits. The goal of the Cooperative control is reducing the local air pollutants and GHG meanwhile pursuing economic benefits, on the basis of considering the co-benefits of GHG and local pollutants,measures list of the GHG and local atmospheric pollutants cooperative control was studied. And the strategic emphasis of coordinated control during the twelfth five-year plan is proposed, according to the characteristics of energy, GHG and local air pollutants emission about our conutry.And the best policy option of coordinated control was analyzed by the case study. The case study used the emission reduction as the standard. The results show that:Energy measures (improving energy efficiency and adjusting energy consumption structure) are crucial in coordinated control of GHG and local atmospheric pollutants. And it is the essence of energy measures that to control the area coal consumption.The co-benefits of industrial structure adjustment are concerned with the characteristics of regional industrial structure and the proportion of hing Energy-intensive industries. The co-benefits are remarkable, if the energy-intensive industries are more than major in the local industrial structure. For example, the co-benefits which are obtained from industrial structure adjustment are considerable in Zibo, because its energy-intensive industries are more than major.Front-end measures are the the most common and most effective means to achive the co-benefits. These kinds of measures include the energy structure adjustment, energy efficiency improvement, industrial structure adjustment and motor vehicle control. Their contribution in local air pollutant emission reduction is far outweighing end-treatment measures, and they can realize the CO2 emissions reduction. But the end-treatment measures bring the increase of CO2 emissions.The choice of end-treatment measures should be noitced for the coordinated control of GHG and local air pollutants. Carrying out the end-treatment measures, although will increase emissions of CO2; it can bring the local atmospheric pollutants emission reduction and realize the black carbon cooperative control. The technology principles and characteristics of different end-treatment measures should be scientificly understanded in order to prudent choice, especially for the city like zibo, whose local air pollutants emissions are large and air quality need to be improved urgently. So as to coordinate improve air quality and deal with the relationship between climate change targets. In order to achieve the target of coordinated improving the local air quality and slowing down the global climate change.
