Recently, the issue of water environment pollution has become a main factor hindering the sustainable development of our regional society and economy. It is an important method and an effective support for the regional water environmental realignment and management to establish the early-warning technical system of the water environment, to create certain technologies and measures to evaluate and forecast the current situation and the trend of the water environment, to forecast the time and harm level of the abnormal situation, to master the water environmental situation timely and comprehensively, as well as to protect the water environmental system. Therefore, this study, based on establishing the water early-warning system, has great significance on enriching and developing the management and practices of the regional water environment.At present, research on building the early-warning technical system for the river network in domestic is relatively less. The related theories and methods are not mature as well. So, as parts of the subject "The research and comprehensive application on the water environmental early -warning and monitoring in the river area of "Hang-Jia-Hu plain", this research, take the county of "Jia-shan" for an example, and has established the early-warning technical system for the water environment of the river network initially. The main contents are as follows:1. The existing early-warning theories, technical methods and practical application of the water environment at home and abroad are summarized; The emphasis and direction on the water environment early-warning are also pointed out, including the building of the early-warning index, the early-warning threshold and the development of the prediction models on the water quality. Finally, theory and practice support for the establishment on the early-warning technical system made for the water environment of the river network are provided.2. The present basic theories and methods of the water environment early-warning are studied; Three aspects are analyzed and summarized on the basic methods of the early-warning, the methods of indentifying the risk and the methods of confirming the early-warning threshold. Also, the early-warning methodology system of the water environment about river network is proposed by contrasting a variety of methods and combining the realities of the study area.3. Building the early-warning technical system for the water environment of the river network is studied, including the choice of the early-warning index, the dividing of the early-warning class, the confirming of the early-warning threshold, the assessing of the water quality, the forecasting of water quality, and the judgment of the risk, especially on the assessing and forecasting of the water quality. Thereby, the early-warning technical system for the water environment of the river network was confirmed.4. According to the present situation of Jia-shan County, the established early-warning technical system for the water environment of the river network is used to build the early-warning technical system for the water environment of Jia-shan County. On one hand, the technical methods and techniques about the early-warning technical system for the water environment of the river network are tested and enriched further, on the other hand, the technical support about the development of the water environment early-warning and monitoring system in the river area of Hang-Jia-Hu plain are provided.
