Resource on conservation and environmental protection is basic national policy in China.The improving energy efficiency and rational utilization energy resource have become an important part of energy conservation in iron and steel enterprises.Reduction of energy consumption and emission is being an inevitable choice for the scientific and technological progress and sustainable development in the enterprise.A diagnosis model of energy consumption bottlenecks was established in the text. The model uses steel ratio and process energy consumption to measure the material flows and energy flows, respectively. The function of the model is to decompose the change in energy consumption per ton steel into the changes in steel ratio and process energy consumption, so that the two factors' effects can be separated, and thus the energy consumption bottlenecks can be found. The model analysis was done through three steps, correspondingly aiming at the main process stream, the district and the process.Then the bottleneck constraints steel consumption to decline further in all aspects is identified in steel plant.The model was applied to analyze the energy consumption indexes of a typical iron and steel enterprise in China using the data of energy consumption during 2001-2007, and the energy consumption bottlenecks in the steelmaking process were analyzed. The result shows that the restraining factors of energy consumption are the steel ratio of iron making district and steel rolling district and the process energy consumption of steel making district,and it is candidated by analyzing the various processes directly contribute to the main flow index of the conclusions of candidates.The comprehensive energy consumption per ton reflect the actual energy performance by keeping production struction or energy strength constant.A computational model of CO2 emissions wan established in the text according to the carbon balance principle through energy consumption emissions.solvent consumption emissions and the output offset. CO2 emissions and trends of steel production is basically the same. There was greater inconsistency between CO2 emissions and overall energy consumption trends,as the annual differences in the energy mix.The bottleneck constraints steel consumption to decline further in all aspects and sourse of CO2 emissions is identified in steel plant, and it provides a reliable basis to save energy, reduce energy consumption, reduce CO2 emissions.
